Mayor Robert J. Duffy and City Fire Chief Floyd A. Madison today announced the appointments of Teresa Everett and Stephen McClary as Deputy Fire Chiefs. Everett - the RFD's first female African-American Deputy Chief - will serve as Director of Training. Deputy Chief McClary will head the RFD's Fire Safety unit and serve as the City's Fire Marshal. They officially began their duties today.
Deputy Chief Everett brings more than nine years of executive level experience to the RFD. She began her career as a Firefighter with the West Palm Beach, FL Fire Department and served as the Director of Firefighter Training and Administration for the Miami-Dade Fire Academy. As District Chief with Orange County FL, she was responsible for Public Education, Recruit Training and Fire Analysis. She also served as an elected Commissioner on the Miami-Dade Board of Fire Commissioners. Deputy Chief Everett earned her Bachelor of Arts Degree from the State University at Buffalo and an MPA Degree with an emphasis on fiscal and human resource management from the University of Miami. She is the Executive Director of the International Association of Black Professional Fire Fighters and Corresponding Secretary for the Black Chief Officer's Committee. She has taught recruitment and retention strategies for fire fighters at the Virginia Fire Chief's Association and the Performance Institute and she published "Fire Prevention as a Means to Prevent Fire Fighter Fatalities" in Fire Chief Magazine
Deputy Chief McClary is a 27-year veteran of the RFD with extensive experience in fire service operational and administrative issues. He has worked in some of the Department's busiest companies, including those at Broad and Allen Sts. and on N. Clinton Ave. He commanded the Fire Investigation Unit as both a Lieutenant and a Captain, where he was responsible for all fire and arson investigations and the supervision of the juvenile fire setter program. He also developed and implemented the RFD's Community Relations and Education Unit. For the past nine years he has commanded the Planning and Research Unit, first as a Captain and for the past three years as a Battalion Chief. In that capacity, he initiated and has overseen the development of the Department's enhanced incident and information technology reporting system. He served as the RFD's liaison to the Office of
Emergency Communications, the Monroe County Fire Chiefs Association and Rural Metro Ambulance. Deputy Chief McClary has a Bachelor of Science Degree in Criminal Justice from the Rochester Institute of Technology.
"Both of these individuals have the experience, education and personal integrity to help move the Department into the future," said Chief Madison. "Chief Everett and Chief McClary have a history of collaboration, accountability and responsiveness and their appointments can only improve our service delivery."
