Level 1 Ammonia Leak – 260 State Street
Sunday, June 26, 2010 - 8:24 AM
A passerby noted a heavy odor of ammonia in front of Allied Frozen Storage on State Street and called 911. The Brockport Fire Department was dispatched and arrived on the scene with Truck 231, Engines 232, 234 & 2325, Rescue 238 and Ambulances 2319 & 2329. 2C13 assumed command and assigned Brockport officers various sector responsibilities. The Chief declared a level 1 hazmat situation bringing the County Hazmat Team to the scene and requested a 911 reverse call procedure to alert residents in the downwind areas of the Village. An evacuation center was established at the Brockport Middle School and buses were staffed for evacuation but no evacuation was required.
Hamlin Engine 242 was called to the scene for manpower and Morton Rescue 218 was called to the scene to fill air bottles. Fill-in companies at Brockport included Spencerport’s aerial and an engine each from Holley and Morton. Kendall stood by to respond to Morton if needed and Hulberton filled in at Holley. Fire Police were requested from Hamlin and Walker to support the Brockport Fire Police in securing a large area around the scene.
County Hazmat 8 arrived on the scene at 9:12, followed by Hazmat 9, and two firefighters and one plant employee entered the building at 9:58 and shut down a valve stopping the uncontrolled flow of ammonia at 10:02. A back-up team of two firefighters also entered the structure and declared the situation controlled. The second team left the building at 10:28. Both teams went through decontamination and were checked by medical personnel.
A weld holding a bracket had failed and caused a valve to open releasing the ammonia. Just after the alarm came in from the passing motorist, an alarm was triggered in the plant allowing two plant employees to evacuate safely and then assist the hazmat teams in locating and closing down the escaping ammonia.
